TOWN OF GODFREY, THE BOARD OF TOWN TRUSTEES met at the office of the Town Clerk at 6810 GODFREY ROAD on February 7, 2006.

The Godfrey Town Board meeting was called to order by Supervisor Mueller on February 7, 2006, at 6:30 p.m. at the Godfrey Town Hall, 6810 Godfrey Road, Godfrey, IL.
APPROVAL OF PAYMENT OF BILLS
Maurice Juhlin moved for the approval of the January 2006 Township bills as follows:

COMMUNICATIONS
Clerk Whisler reported that the Clerk’s Office has transferred all Township minutes from hardcopies to electronic copy to help preserve them for the future.
Supervisor Mueller reported last day to register to vote will be February 21, 2006.
FY2006 BUDGET LINE ITEM TRANSFER
Supervisor Mueller reported the need to make line item transfer from the General Assistance Fund – Home Relief-Utilities of One Thousand Dollars ($1,000) to the Home Relief – Rent. The adjusted appropriation would be Home Relief- Utilities – Twelve Thousand ($ 12,000) and Home Relief – Rent- Twelve Thousand Five Hundred ($ 12,500). Mike McCormick moved for the approval of the Line Item Transfer as submitted, seconded by Maurice Juhlin. Roll Call Vote: Ayes- Juhlin, Williams, Walters, Stewart, McCormick, Weber, Mueller. Nays-None, Absent-None. Motion carried.
AUTHORIZE SUPERVISOR TO PREPARE FY07 BUDGET
Supervisor Mueller reported that the 2007 Township Budget and Appropriation Ordinance for the Township Board of Trustees would be consider at a Special Meeting, May 21, 2006 at 6:30 p.m.
PERSONNEL MANUAL CHANGES- LONGEVITY PAY
Supervisor Mueller presented An Ordinance Amending Section 2 of the Personnel Manual Ordinance of the Township of Godfrey, Illinois, Concerning Longevity Pay. Supervisor Mueller reported that the amendment was taken from the Village of Godfrey Personnel Policy for Longevity, but had been amended by adding regular part-time employees to the policy. Maurice Juhlin moved for the approval of Ordinance 01-2006 Twp, An Ordinance Amending Section 2 of the Personnel Manual Ordinance of the Township of Godfrey, Illinois, Concerning Longevity Pay, seconded by Mark Stewart. Roll Call Vote: Ayes-Juhlin, Williams, Walters, Stewart, McCormick, Weber. Nays-Mueller, Absent-None. Motion carried.
RESOLUTION 2006-01TWP, AMENDMENT TO ADD TO PERSONNEL MANUAL
Trustee Stewart moved for the approval of Resolution 2006-01 Twp, A Resolution Amending the Personnel Manual:
Be It Resolved By The Board of Trustees of The Township of Godfrey, Illinois, that the attached Ordinance amending Section 2 of the Personnel Manual, by the addition of a new Section 2.11 be and is hereby adopted. Seconded by Michael Walters. Roll Call Vote: Ayes-Juhlin, Williams, Walters, Stewart, McCormick, Weber, Mueller. Nays-None, Absent-None. Motion carried.
RESOLUTION 2006-02 TWP, AUTHORIZING PAYMENT OF LONGEVITY FOR ASSESSOR’S ASSISTANT
Trustee Juhlin moved for the approval of Resolution 2006-02 Twp, A Resolution Authorizing Payment of Longevity Pay for Assessor’s Assistant:
Be It Resolved By The Board Of Trustees of the Township of Godfrey, Illinois, that the Township pay to the Assessor’s Assistant, in a single lump sum, prior to the end of this fiscal year, any amounts owed to the Assessor’s Assistant for the period of two months (February and March, 2006) as a result of the adoption of the Ordinance 01-2006 TWP, creating a new Section 2.11 in the Township Personnel Manual, seconded by Jeff Weber. Roll Call Vote: Ayes-Juhlin, Williams, Walters, Stewart, McCormick, Weber. Nays-Mueller, Absent-None. Motion carried.
OPEN FORUM- TRUSTEES
Mike McCormick reported that he voted in favor of the amendment for longevity only because the township and village policies should be the same. Mr. McCormick did not agree with longevity benefits and felt there is a better way to reward the employees.
Teresa Roth asked if she was only going to receive $50 for longevity pay. Supervisor Mueller reported that was correct.
Eldon Williams moved to adjourn the meeting at 6:44 p.m., seconded by Maurice Juhlin. Poll of Board: Ayes-7, Nays-0, Absent-0. Motion carried.
